This policy handbook is intended for local county/tribal agency Income Maintenance workers who determine eligibility and issue benefits for the Wisconsin Medicaid Program.
The Children's Health Insurance Program (CHIP) is a partnership. between the federal and state governments that provides low-cost health coverage. to children in families that earn too much money to qualify for Medicaid. In some. states, CHIP covers pregnant women.
To qualify for Medicare, individuals generally need to be 65 or older or have a qualifying disability. There are several levels of assistance an individual can receive as a dual eligible beneficiary. The term “full dual eligible” refers to individuals who are enrolled in Medicare and receive full Medicaid benefits.
Wispact offers two types of Special Needs Trusts: the Self-Funded Trust and the Third-Party Trust. These Special Needs Trusts will not be counted as an available asset, and disbursements from them will not be counted as income under the rules that apply to SSI and Medicaid.
Income levels can impact your benefits. There are legal trusts that can help you maintain benefits while giving you access to up to $14,000 more a year.

The Medicaid Purchase Plan (MAPP) provides health care coverage for people with a disability who are age 18 or older and are working or interested in working.
With MAPP, you can get the same health benefits offered through Medicaid. You also have the opportunity to save money through an independence account without it counting towards the program’s asset limit.
